## Why This Bar Exists

The prior perfection bar (95/100 personas within $50 of 3-oracle median) was
structurally unreachable: the 3 external oracles (TAXSIM 35, Tax-Calculator,
PolicyEngine-US) disagree with **each other** on 97/100 personas, and on 71/100
no two oracles agree within $50.  Computing a median of three divergent values
produces a number none of the oracles endorse -- and penalising TaxVault for missing
